These are some of the tools i use in my personal Laptop for development. The best thing is they are all free.
Visual Studio 2008 express editions: Free IDEs for Web and Windows development, (but feature limited)
SQL Server 2008 express: Free DB servers
SharpDevelop 3.0: Full featured free IDE almost as good as VS
Firebug for Firefox along with YSlow: Firebug is excellent for Web Development. HTML, CSS and JavaScript debugging! YSlow you extra tips about optimizing the site.
IE developer toolbar: Similar to firebug but for IE
Expresso: For all your regex needs
Notepad++: For quick viewing of files with formatting and coloring
XML pad 2.2 : For editing and quick interpretation of verbose XML.
